On December 10, 2025, a special lecture was held as part of the "EU Legal System" course at East China University of Political Science and Law(ECUPL). Ms. Brigitta Exterkate, Director of the WMO Administration Division,delivered a video address for the course. Subsequently, a WMO official Shixun conducted a specialized session titled "The Coordination Between the EU’s CBAM and Global Climate Governance Multilateralism." As one of ECUPL’s specialized courses for cultivating foreign-related legal talent, this session marked the first time WMO officials were invited to participate in teaching, aiming to broaden students’ international perspectives and interdisciplinary analytical capabilities.
In her address, Director Exterkate highly commended ECUPL for its achievements inrule-of-law education and the development of internationally oriented talent,and reviewed the outcomes of cooperation between the World Meteorological Organization (WMO) and the university, including the virtual participation ofhigh-level officials in the 22nd Annual Conference of the Asian Law Institute(ASLI), interdisciplinary research under the National Meteorological Disaster Risk Reduction (NMDRR) project, and the continued advancement of the University of Geneva’s MEIG programme, among other initiatives. She emphasized WMO’ s strong commitment to its partnership with ECUPL and noted that both parties areactively preparing to sign a Memorandum of Understanding (MOU) to deepen cooperation in education, scientific research, and capacity building.

The core content of the lecture focused on the EU Carbon Border Adjustment Mechanism (CBAM). The WMO official Shixun, integrating scientific data and policy practice, systematically analyzed CBAM’s establishment background, scientific basis, and challenges to multilateral climate governance:
The successful execution of this course represents a milestone in the substantive collaboration between ECUPL and WMO. In designing and implementing the course,the university adhered to its goal of cultivating foreign-related legal talentin the new era, actively exploring an advanced legal education model that"leverages international organizational resources, engages with cutting-edge global issues, and enhances global governance capabilities."
Through this specialized course, students at ECUPL are able to engage in direct dialogue with professionals from leading international organizations, gaining timely insights into the latest developments in global climate governance andcutting-edge issues in international law. In authentic contexts, they practicedmultilateral communication and cross-cultural interaction skills. This initiative not only enriches the training framework for cultivating foreign-related legal talent but also provides a robust foundation for developing a high-level, interdisciplinary cohort of legal professionals equipped with solid legal knowledge and global competence―capable of serving China’s foreign-related legal efforts and pursuing careers in international organizations.
Looking ahead, ECUPL will continue to advance in-depth collaboration with WMO and other international organizations from a broader international perspective,contributing wisdom and strength to global governance,while expanding opportunities for international exchange in legal studies and student development.
