East China University of Political Science and Law Hosts Delegation from Universiti Putra Malaysia

On May 13, a delegation from Universiti Putra Malaysia (UPM), led by Chairman YBhg. Dato’ Sri Jailani Johari, visited East China University of Political Science and Law (ECUPL). Professor Luo Peixin, Vice President of ECUPL, and Professor Wu Qiaofang, Director of the International Exchange Center and Dean of the International School, received the delegation at the university’s Changning Campus. The meeting was also attended by Li Yong, Deputy Director of the International Exchange Center and Associate Dean of the International School.



During the meeting, Vice President Luo Peixin introduced ECUPL’s history of evolution, disciplinary structures, and recent progress in international cooperation and global engagement. He noted that ECUPL has actively participated in Belt and Road educational Initiatives andestablished partnerships with several Malaysian universities, including theUniversity of Malaya. He highlighted that UPM’s strong academic expertise in agriculture, environmental science and life sciences, alongside ECUPL’s substantial experience a rule-of- law based business environment, present avaluable opportunity to further enhance institutional collaboration. Buildingon this perspective, both universities are expected to integrate the normative strength of legal regulation with a capacity of science and technology, thereby advancinginterdisciplinary innovation, and contributing to broader China-Malaysia cultural and economic exchanges.

Chairman YBhg. Dato’ Sri JailaniJohari highly commended ECUPL’s academic reputation in legal education. He expresses UPM’s willingness to leverage complementary advantages with ECUPL in law and interdisciplinary studies, so as to jointly promote talent cultivation and scholarly collaboration.



Professor Wu Qiaofang introduced ECUPL’s English-taught undergraduate and postgraduate programs, and outlined key areas for cooperation, including faculty and student exchanges, “2+2” joint undergraduate degree programs, and overseas internship opportunities forstudents. Based on respective strength of both institutions, she proposed theestablishment of a joint environmental law research platform to address globalchallenges, such as climate change mitigation and adaptation, while advancing environmental governance and rule-of-law in both countries and the wider region.

The two sides also engaged in forward-looking discussions on food safety governance and the cross-border recognition of food safety standards. Luo Peixin emphasized that food safety isnot only a technical matter, but also an important indicator of a law-based business environment, directly related to the facilitation and credibility of cross-border trade. Both parties agreed to fully leverage ECUPL’s strengths in economic law by jointly organizing seminars, bringing together government regulators, industry think tanks, and academic experts from both countries to explore legal frameworks for mutual recognition of food safety standards, andto support regional trade and economic cooperation.

At the conclusion of the meeting, the two universities agree to sign a Memorandum of Understanding (MOU) and reached agreement on a series of cooperative initiatives, laying a solid foundation for long-term strategic institutional partnerships.

The first official visit of UPM, not only resulted in substantive cooperation in talent cultivation and academic research between both institutions, but also provided fresh impetus into promoting mutual exchange of knowledge under the framework of the Belt and Road Initiatives.
